What is the Problem Being Solved?

We will imminently have a bootstrap test demonstrating that Zoe and ZCF can be upgraded to make a change to the ZCF API. The most effective way to demonstrate that the upgrade will succeed on-chain is with a docker test. That also demonstrates that we have all the required scripts, and know where to deploy each of them.

Description of the Design

Take the artifacts from #7966 and #7969 and use them to build a docker test that upgrades from the vaults release to post-vaults.
