Alignment with OMIP for CMIP7 #204

The new OMIP protocol for CMIP7 is still being determined, but we should keep an eye on this to make sure we're aligned: https://oceanmip.github.io/

This is relevant to these choices in our IAF configs:

forcing dataset: JRA55-do v1.5 1958-2022 JRA55do v1.5.0 for IAF configs for new OMIP for CMIP7 #205
initial condition: Use WOA2023 initial condition #161
SSS restoring (presumably derived from initial condition): Update SSS restoring to match WOA2023 #207
equation of state: MOM6 equation of state #20
