Add Definition of Done to User Story template #266

Add the DoD to each story via the User Story template so does not get lost/forgotten. Here's an initial set of expectations to be added:

All PRs in support of this story should include changes so that the following are true:

Swagger docs are accurate and describe API behavior.
Postman collection aligns with API as implemented. The collection illustrates most commonly used functionality and can be run without any failing assertions.
The documentation wiki accurately describes use of the solution.
Code Coverage, as evaluated by CodeCov, has not decreased in coverage percentage.
