DCM files wrongly encoded #162

These files must be UTF-8, not ISO-8859-1

Faulty example: dk_Ferrite-Beads-and-Chips.dcm line 17 ® is in ISO-8859-1 encoding.

This line is silently discarded by KiCad 5.1.9
