PopupView when there is only field element

When there is only a field element, the element is still shown as a collapsible section. This has some issues that I see:

• It indents the values when there really isn't a need to indent
• It allows collapse when there is no use case to collapse if there are no other elements
• The experience for all default popups, which only have a field element, is less than ideal
