[Bug] TTS has a blip noise between every sentences

Steps to reproduce/复现步骤

1. Install any TTS reader app and play any document in English
2. Also, goto System > Subsystem Screen Reader > switch On, you will hear the blip everytime you on off

Expected behaviour/预期行为

No Blip noise.
I have tried https://github.com/jing332/tts-server-android/ what gets rid of the blip but I cannot set that as the default TTS.
