Automatically detect Steam installations of Rebellion

The current auto-detect code requires the presence of registry keys that specify where SoaSE is installed. The Steam version doesn't appear to provide these keys, and therefore will need to be updated to also consider the separate registry key that specifies where Steam is installed.
