Simply walking around Neverwinter, I found nearly 40 militia.
By taking one in my party, attempting to add another one is a DC 16 persuade check - for a base experience yield of 6.4 xp. By immediately dismissing this militia, the DC never goes up, making it possible to farm on characters that exceed the check (or let it go up for for characters with stronger persuade as that will bump the XP up more). This xp takes rested modifiers as well.
This is a lot of xp - it's a lot faster than actually fighting anything, and seriously puts bluffing bounties to shame. Even at base persuade (my crazy cha character can happily persuade with a base roll of 27) I was getting 16.2xp per persuade, or over 600 for clearing all the militia out of Neverwinter. Optimally I'd keep three with me (DC goes up to 28, which my character still can't fail) 75% more xp, and suddenly clearing out the militia would be giving 1000 xp for simply running through all the districts. Okay, half of that is rested, but it still seems a bit insane.
I'm not sure what to do about this.
Could time gate the experience part based on a tag/resref basis.
Could come up with some function of level vs DC and have xp get worse if you fall behind the curve. But in the case of the stacked persuade vs 28, this would still give a ton of XP. Then again, the character that's doing this is completely useless in a fight.
