setwallpaper doesn't work on BB10.3.1.634 #236

I tried the setwallpaper sample app, it says "wallpaper changed!" but it doesn't actually change the home screen wallpaper !
any suggestions ?

Works fine for me using the sample, and following the build instructions on 10.3.1 GC
