A micro/cli build system with strange name ^,few people will use this directly, so whatever

- musl wrapper may not work
- old version of glibc do not support all-static, the built binary may have strange bugs
- statically compiling opcache needs special environment (new gcc+gnuld+binutils/clang+lld)
- statically compiling cli at Windows needs patch
There are some flavors of micro binaries built in actions:
- min: minimal build, almost only ffi, you can use ffi to call other things
- lite: min and some common compressions, phar etc.
- max-swow: almost all supported extensions and swow
