Describe the bug

If the default port 5001 is already in use by a different service running on the machine, starting the AasxServer does still start.

To reproduce

Execute one instance of the AasxServerBlazor and let it run. Start another instance.

Expected Behaviour

The second instance should not be able to come up and should throw a "port already in use" error
