Would it make sense to embed Eval actions in STM ones? #42

We can hypothetically write

evalToSTM :: Eval a -> STM a
evalToSTM (Eval (IO m)) = STM m

Would that be a sensible operation? My intuition says yes, but my intuition around STM is fairly limited as yet.
