Apply filter to usernames and nicks

When a user changes their name, Flandre should check it against the global filter list. If it's a hit, then a PM should be sent warning the user about the violation. If it's a nickname, it will be reset, but if it's a username, then Flandre can apply an optional "mute" role (depending on the guild's configuration).
