Enable self registration where parents do not exist

Description

When an individual is registering themselves, their parents are perhaps deceased and the full address for the parent isnt acessible.

This improvement to the Somalia configuration to birth registration is to introduce "Self" as an option in the informant select. When selected and when the mothers details are not available checkbox is selected, then only the mother's name needs to be completed. The same applies for the father.

Here is a proposed demo of this configuration in Farajaland which we need to edit in the Somalia configuration:
