As an "identity verifier" I want to be able to scan the certificate's QR code to verify its information.

Description
Ability to allow a system user to visualise a certificate's information by scanning its QR code.
The "verifier" user should not have access to any other functionalities (no other scopes).
Currently, by default all users have access to the QR-code verification functionality.

Acceptance criteria

• Verifier user can scan the QR code on a certificate.
• Verifier user is able to login to the system.
• Verifier user can access and visualise the certificate's information.
• Verifier user should not have any scopes attached to their profile (e.g. declare, validate...).
