New Focus of bazel-eclipse

We are shifting our focus away from Eclipse UI integration towards a pure language server extension for the Eclipse Java language server and VS Code. As such I've closed all of the existing issues.

Meanwhile, the plug-in architecture underwent a major rewrite to separate and remove the Eclipse UI pieces we are discontinuing support for (eg., import wizard, project view editor, global search integration, etc.). Basic support for Eclipse continues to be available. You will still be able to import workspaces into Eclipse. Please reach out if you are interested in collaborating on any language server activity and/or Eclipse UI bits.

Please note that we are also discontinue the Bazel Java SDK abstraction. It’s use was very limited and led to higher implementation costs for essential features.
