Is there a place to view the uncertainty algorithm documentation for cli users? Thanks, and sorry in advance if this is listed somewhere that I missed.

The rut tool can not be used directly from the CLI.
You can use SNAP (https://step.esa.int/main/download/snap-download/), install the snap-rut plugin, connect SNAP with a Python environment, and then you can use gpt to call the tool from the command line. See also the readme: https://github.com/senbox-org/snap-rut/blob/master/README.md
