Allow rules to be loaded in "real time" and updated from "somewhere else".

the use case here is that the service is operated by group A, and the rules are being authored by group B. Group B should have a separate pipeline to develop, test and "release" rules into a repository that are picked up by the service without a re-deploy. Don't have an opinoin on "update frequency" .... maybe at least make sure it's on the hour if it's not instantaneous?
