Add a way to disable selfbot usage on certain guilds

To avoid accidentally being banned on guilds with strong rules against selfbots, allow a way to disable that guild via ID, and have it ignore all commands if it's coming from that source.

This will also require the addition of a generic way of persisting configuration data.
