TurnsTile 1.0.0

Nine and a half years after starting the project, and more than seven years after the last update, TurnsTile finally hits version 1.0!

Refreshed for the current state of Avisynth, this release is mostly just a modernization step. The new build target is Avisynth+, though the plugin should run just fine in 2.6 if everything's in order. The new Avs+ colorspaces aren't supported yet, nor is VapourSynth at all, but they're on the todo list, and with the new CI system in place it should be much easier to crank out bugfixes and new features.

Big thanks to @Reel-Deal for the poke to get this thing in gear! Fingers crossed the plugin works as expected; bug reports welcome.
