Adds a search bar to help users find configurations to the top right of the navigation bar.
Fixes an issue where certain iframes weren't always working properly. We no longer attempt to always coerce a url to absolute, since sometimes the urls already are. This was only an issue on one iframe in a single downstream project that I know of.
