Power8-OCP12.0

This release has been fully tested with IBM Power8 and OpenShift Container platform v4.12.0.
Upgrade options to later versions of OCP 4.12 are possible after 4.12.0 but not for 4.13 on IBM Power8.
This collection will install a working cluster at version 4.12.0.
