What this PR is:

From: developmentseed#17

  • Bumps rasterio to >=1.4b1 so we can use src_geoloc_array in reprojecting
  • Implements a fix to 2.2km UKCP18 data with the above parameter to correctly reproject rotate poles data
  • Updates UKCP18 Notebook with better examples
