Addresses issue #407 . Allocation notes now feature the ability for managers and PIs to delete, download, update, and search for notes, as well as send them to specific individuals/groups. The receivers of this note will be sent an email notifying them of the note and the name of the person who sent it to them. Notes can be headed by specific tags that describe the purpose of their creation, and the main "notebook" on the allocation detail page allows users to filter notes by their specific tag. Users of that particular allocation/project can comment under that note to give updates/information. A centralized notebook with notes from all projects/allocations can be visible from the Admin dropdown menu for a quick glance at the status of the current user's various projects.
