Kev/Conor will get #619 to ready, which will include an abbreviated version of the full test plan for purposes of review, then we'll aim to get 1-2 additional reviews in prior to merge.

securedrop-workstation-config and sd-viewer package will need to be uploaded manually to apt-test.
