2. Complete deliverables for SecureDrop 1.8.2, test them, and issue a point release

• Final changes have been merged into release branch, including final OSSEC tweaks. RC3 is cut and up on apt-test. Making final edits to test plan.
• Mickael is doing upgrade testing against VMs, Kev is doing upgrade testing against hardware, John will do clean install.
• Assuming no surprises, we'll move forward with release by EOD pacific.
• Kev observed issue with Tor connectivity on 4.19~rc1 - resolution required re-running tailsconfig.
